It took me awhile but I figured out that if I put her out every morning when I woke up she finally figured out thats where to go. Also dont leave food out all the time for her. Feed at certain times of the day so you can predict when she'll need to go out.

As much as this aggravates you, you aren't alone! I have heard that the smaller breeds are the worst. I actually have a chihuahua (we've had him since May when he was 2 months old) he potty trained within the first week we had him... HOWEVER we also have 2 older dogs & he just mocked what they did. Just be patient! Eventually the dog will learn! Try taking him out on a schedule.. when you wake up, before bed... don't leave the water down all day for him to graze on! Good luck!

There are a few things that I know work on most dogs you might have already tried them but I will say them anyway:
1- you can get special puppy pee mats that help with training.
2- If you go to your local pet store they usually pheromone spray that you can spray on some grass or a piece of newspaper in the same area each time, this will attract your dog to go there eventually the dog will get used to going to one spot.

Small breed dogs can be difficult to potty train, and some of them are never housebroken. If yours isn't housebroken by now, she never will be. You'll have to crate her, watch her constantly, and be vigilant about putting her outside after she eats for the rest of her life. Now you know why I'll never own a small breed like that again.
