I mean how do you know if they are really clean?

In the resturant world... its warm water, antibacterial soap, rub hands vigerously (not under water) for 20 seconds, rinse with water as hot as you can stand it, pat dry with a clean disposable towel. and use the towel to shut off the water (dont wanna recontamniate)

It may not be proper but people should wash their hands to the count of 15. That is what is recommended by some. Soapy warm water and use air to dry if possible. Not to touch the faucet handle with clean hands too, so there you go. Of course if you have the time go the distance to whatever time you think is necessary, but most people don't, not even to the count of 15.

Second question: You don't.
As to the proper way, use lots of water, lots of soap, spend about 3 minutes (!) washing.

wet, soap, scrub of 2 min's, rinse...dry with blower.
