I cut them first into quarters, then use a potato peeler.

I just use a vegetable peeler. Works fine for me.
A rutabaga is a root vegetable sometimes called a yellow turnip or Swede. It is sweeter than a turnip and usually not as fibrous. Often served boiled and mashed. I cut mine in cubes and steam or sliced and fried as tempura
