It came from the ashes of creationism's defeat in Edwards vs. Aguillard.
The creationists knew that since the USSC had declared creationism non-science, they had to rebrand. The Discovery Institute was formed, a conservative think tank in Seattle. UC Berkeley law professor Philip Johnson came up with the Wedge Strategy, while William Dembski, Jonathan Wells and Jon Sarfati worked on Intelligent design, with the intent of hiding its Christianity. "Teach the controversy" became their slogan.
The movement's entire history is well chronicled in "Creationism's Trojan Horse" by Barbara Forrest and Paul R. Gross.

Intelligent Design is the new age way to combat and old problem... the bible is made up and as we get smarter the bible makes itself look silly. If priests and preachers want to keep there business then they must prove to people that it isn't all bullshit. Hence ID

watch judgment day: intelligent design on trial. they specifically refer to how creationism got changed to intelligent design. apparently, creationism was originally wanted to be taught in public schools, but due to a clause in the first amendment which prevents congress from promoting any religion, creationism had to be taken out of schoolbooks because it promotes christianity. the editors went to work on taking every reference of creationism out and replacing them with intelligent design. the editors, however, were sloppy. in early drafts of textbooks that were trying to push intelligent design there are instances where the c- and -ism in creationism were accidentally left in.
