Mundo, don't you understand that the passage you quoted is from Revelations. It is a book that tells what will happen in the future. So satan is not on earth YET but will soon be.

Cronkers, it seem that you also are reading Revelation as though it was last months news. Revelations is a prophetic book. The precept is that it will happen in the future. It is like a person watching a newsreel of a future event and then telling you what he saw.

Satan is held in heaven by Michael, an archangel. Satan's been there since Christ told him “...get thee hence” in the desert (Matthew 4:10). Michael is also keeping satan from taking over heaven by force.
At the 6th seal, 6th trump, 6 viel, Michael will boot satin from heaven to earth (Revelation Chapter 12:6-9). Keep in mind that Revelation is a Prophetic book making the word SAW into the futuristic word "will" fall etc.
