Confectioner's sugar is simply very finely ground sugar try processing some splenda in your blender to see if you can get it fine enough. This works with regular sugar and should work for you.

If i am correct confectioners sugar is the white powdered sugar. If so no dont substitute it. Now you might want to just add some to the powdered sugar.

I think Splenda makes a powdered sugar version, but if you can't make it to the store, and you have regular powdered sugar I don't think it would hurt too much to use it. Regular Splenda wouldn't work too well, I don't think.

If all you're doing is sprinkling it on top for flavor then yes, but if your batter recipe calls for then no. Confectioner's sugar contains corn starch.
