Is it normal for the horn relay to stay hot when the car is off? Something is slowly draining the battery...?

and it has to do with the relay box in front of the battery.

Yes the horn relay could be draining the battery pull it out and see if the battery stays charged. Do your horn(s) still honk after air bag deployment? I have seen the coil in the relay short and drain the battery.
