A low ejection fraction means the heart is not doing a good job of pumping blood around the body. The left side of the heart pumps blood to the whole body, not just the left side (the right heart pumps blood to the lungs)

If you have symptoms on one side of your body, I'd be more concerned about an impending stroke.

The symptoms of burning in the neck, chest and shoulder could be a lack of oxygen to the heart (angina). Diabetics can have different symptoms (or none at all) for heart pain.

If you haven't been evaluated by a cardiologist, I'd suggest that you do so, and have your medical regimen optimized. Also, have your carotid arteries checked (blockages there can lead to stroke symptoms)

A low LVEF would not cause these symptoms.
