Are you looking for something practical or romantic? A silver serving platter might be nice, especially if they entertain for the holidays.
Or you could get matching silver goblets engraved with a quote for each one -- something like:
"After 25 years, the sparks are still flying."
and
"True love is never out of fashion."
If you wanted separate gifts, you could get an engraved bracelet for your mother and an engraved picture frame for your father with a recent picture of your parents in it.

I generally find it hard to buy for my parents but considering it sounds like they are busy people perhaps you could find a really nice restaurant or a hotel and buy them a package where they could, when they have a night off, head out for a romantic dinner or a night away. Alternatively, are there any bands that they really like or any types of sports or theatre? Maybe you could get them some tickets to something they could go to together? That would be a nice way to treat them.

Quilt, heating, down, thermal, crochet (oh sorry you said no blankets)
Give them a gift cert to dinner, or a weekend away somewhere even if it is just a night in a nearby hotel. It will still feel like a getaway. Reserve them the honeymoon suite or something.

As someone who celebrated 25 years already, I can tell you, the last thing I wanted was anything silver

they both sound like busy people.. find out about romantic one night stay options at local hotels.. they can have dinner in the hotel and enjoy private time maybe with a jacuzzi or fireplace in the room.. depending on their sense of humor they might like the local sleazy motel where people take their flings..

If you have the money send them on a second honeymoon to a destination that they have been wanting to visit or take them out to eat at a fancy restaurant.
If you don't want to spend a whole lot of money why not make them a photo album of their lives together.
