If you are here on an F-1 visa and you have completed your course of studies as stated on the I-20 and any additional OPT then you are already out-of-status and are in fact illegal here in the United States. It does not matter if your visa does not expire for 2 more years, the conditions of your visa state that you must be enrolled in full time education - you are not - therefore you are here illegally.

From the date you course/studies finished you had 30 days to either leave the country or transfer to another school. If you transfer then you do not need another visa. If you leave and then apply to another university, you will need a new visa as like I stated, you are out of status.

A visa can be readily renewed to continue the purpose for which it was approved.
