This does not make any sense, it is like a person saying that they are allergic to Benadryl. Take this dog to a veterinary specialist for allergies then.

Have you tried giving her a bath with baby shampoo? It's very, very gentle, and for the most part, you don't need a strong detergent to get her clean. If that still causes trouble, I'd probably go with a simple warm water bath, or possibly add in some baking soda to help pull away some of the oils. I would also recommend brushing her often...just keeping the dust and extra hair away from her skin can help a lot.

It might be a good idea to bomb your house for fleas...if you can kill those that aren't living on her, you'll at least have a head start there. Have you tried the flea & tick meds that you just put on the back of her neck (like Frontline)? These should at least limit the allergic reaction to a small site, since you don't have to put them all over.

Have you tried natural products or dietary supplements? These can really help. Also shampoos and products with hydrocortisone can reduce the itching and inflammation.

Your veterinarian should be able to do some tests to help figure out what triggers your dogs' allergies. You could try dog food especially formulated for dogs with allergy problems, it may help.
