Not that this matters because this is a totally trivial conversation, but if you noticed, they did the same thing on the bully show. Personally, I think that when Peppermint Patty and Marcy, not to mention all of the other characters that aren't the original ones, are on they tend to leave Lucy out. I don't know why they pick Lucy, but maybe there is a limit to how many characters are in it. It is so weird that I noticed this also last night when I watched. I never really noticed it before.
As far as Franklin is concerned, I don't think it was a segregation type thing. I think that the characters that spoke the most were grouped together on one side to make for an easier camera angle. Just a thought...
