toning = body fat reduction and you can't spot reduce fat stores through manipulating the diet or through exercise. the only way to "fix" your problem areas is to reduce the body fat % until you see the desired results in your problem area(s).

Do the exercises 3-4 times per week for 10-15 mins per session.

Besides the exercise, doing a round of cardio exercise (running, walking, jogging.....) for at least 30 mins per session, 3-4 times per week, to burn off your excess body fat from your entire body (that includes fat in your hips too) and eating a well-balanced, weight-loss nutritious diet to reduce the fat storage in your body, are a must too.

Doing squats will work. Squats are one of the best exercises you can do for your hips, butt and thighs. Stand with feet hip-width apart and squat, keeping back straight, abs in and knees behind your toes. Repeat for 2-3 sets of 8-12 reps and add weights for more intensity. Try it.
