In virtually any photo viewing and editing program, go to file (drop down menu, top left of window), click 'save as', create a file name and destination, below that line is another drop down menu titled 'format', choose format (jpg, bmp, gif, tiff, etc where applicable), then click 'save'. There you go.

goto file, save as, then select the file format as jpeg

in photoshop another way is the goto file then save for the web

use a program that can export to jpeg format. it must also be able to import whatever source format you are using (e.g., bmp, png, gif, &c.)
