I used to work part time in a hardware store while I was in graduate school, and I can tell you there is a mold-resistant paint and it is specifically recommended for bathrooms. The brand name is KILZ (because it kills (kilz) mold). Look for it or ask for it at your local hardware store. It really works!

I think there might be more than one brand of mold-resistant paint. There's also something you can add to regular paint (comes in a small tube) that will make it mold resistant too. I forgot what it's called, but it's also available at a hardware store in the paint section.
Be sure to kill all of the mold first before painting. You will need to clean the walls first. If there is visible mold, use either a bleach solution or a vinegar solution. If the mold seems to go beneath the old paint and/or into the wall, you may need to replace the wall or it will just keep growing and potentially disturb your mold resistant paint (no matter how "resistant" it is).

In the bathroom you want to use a high quality gloss paint. That is the most durable of the paint. Before the paint person puts it into the paint shaker for you, ask them to add a package of Mildicide to it. That is sold (next to the shaker machine) as an additive to paint,and prevents mold and mildew. They come in little packages like ketchup does,and cost about $3.99 ea. Every paint department sells it. Killz is a primer that comes in either oil or water-base, It does contain a very small amount of Mildicide,and would be good for you to use to prime your walls before you paint them with a (I recommend water-base,Oil is better if you can stand the smell) Good Quality Gloss Paint that has Mildicide added to it.

Everyone has addressed the mold issue pretty well. I think you need to look at your hooks. You should replace them with a rack that keeps the towels off the door so the towels can dry out without touching anything other than the rack or hooks that they are on. No room for towel rack? They make some nice double rod racks now that hold a number of towels. Ikea even has a folding rack which we use in our laundry room. When not in use, it folds up out of the way. this may not be practical if your bathroom door opens against a wall or cabinet.

You really need to get the moisture out of the room. Mold will grow in damp spaces no matter what the surface is painted with. I would suggest an exhaust fan installation. Kilz is a primer/sealer so mold will not be as likely to get into the wall material, but will still grow "on" it.

Yes, you can purchase either the paint with the mold-resistance already mixed into it, or you can buy the additive to mix in to paint separately (this will be less expensive). I used the pre-mixed paint with excellent results, and to me it was worth paying a little more. The thing with buying the additive separately and mixing it yourself is that you have to make sure you mix it in thoroughly or it will defeat the purpose.
