Absolute ethanol (PGA)

Absolute or anhydrous alcohol generally refers to purified ethanol, containing no more than one percent water. Absolute alcohol not intended for human consumption often contains trace amounts of toxic benzene.

Pure ethanol is classed as 200 proof in the USA, equivalent to 175 degrees proof in the (now rarely used) UK system.

But if you are referring to an alcohol that may be considered to be used for human consumption, then Bert wins the cookie.

*NOTE* You'll notice that it says, "not intended" for human consumption. However college kids who work in the chemistry lab often mix it with softdrinks.

Alcoholic proof is a measure of how much ethanol is in an alcoholic beverage, and is approximately twice the percentage of alcohol by volume (ABV, the unit that is commonly used at present).

Everclear is the highest that I know of, but can sometimes be rather hard to come by.

As others have stated Everclear is the highest available that you can commercially purchase. it is 190 proof (95%) it will not kill you if drank straight but burns like hell. It is a great mixer with things like Hawaiian punch because of the high alcohol content, there is very little distinct taste so mixes very well.

Everclear - 190 proof, aka: Pure Grain Alcohol.
You have to mix it with something or it will kill you.
(Personal Research Note: A little goes a long way).
I think you could even run your car on it.
