During Robespierre's reign of terror in France, one of the people guillotined was a famous scientist. I forget his name offhand. He proposed an experiment to answer this very question. When he was beheaded he blinked his eyes for as long as he could, and his friends, who attended the execution, timed it. His detached head continued blinking for 14 seconds. Now that's dedication to science!

There were some odd studies from the days of the French Revolution that suggest that the head remains conscious and able to act (blinking in a specific pattern, responding to direct questions through non-verbal communication, etc.) that suggest the head might be alive and functional for 20-30 seconds.
