Honestly, I tend to think that the person is starved for attention or extremely cocky.
But aside from that, I don't give the matter much thought.
EDIT: If the person is too hot, then there are plenty of lightweight shirts available. They can be purchased at Walmart, Target, etc. at very cheap prices.

I really don't care. It's rare for it to be so hot here that people go shirtless, but on those few days the temps get in the high 80's or higher there are usually some guys going shirtless. If they're comfortable that way, fine with me. I don't care whether they're old or young, in good shape or fat, either. I wouldn't tell someone with an ugly nose to wear a mask, would I???
I've never seen a girl go shirtless apart from the beach. Personally I wouldn't care if a girl wants to go shirtless, but I think she'd get cat-calls and comments constantly from the male half of the population.

I have taken my shirt off in very hot weather before but only in my room. I am a slim 20 year old male, no six pack though. I put on a t-shirt if I'm goign to be out in public.
The only time I took my shirt off in public was on a long distance walk in hot weather, when I ran out of water and so did it as a life saving measure.
I don't object to fit, young men doing so on a hot day, but old men, fat men and women shouldn't do this. Also, guys shouldn't be wearing trousers and going shirtless. At least, change into shorts first and then go shirtless if you're still too hot. If you're fat and too hot, then take off those layers of fat-layers of clothing do look much better.

if they're at the beach, i don't think anything of it, of course assuming it's a man we're talking about here. Otherwise, i'm disgusted. If it's a man jogging on the sidewalk I also won't think anything of it, although wouldn't it be more beneficial to run with heavy sweaters on? More sweat = more calorie loss. If it's some random man walking down the streets in new york with no top on I'll be like " hey look! some freaky guy without a top on! what a weirdo!"

I've only seen men mow the lawn with their shirts off in public and I did get after my adult son once for going outside in his boxers to smoke and talk on his cell...I was more concerned with him wearing boxer shorts outside. Anyways, guys take their shirts off because they can and I could care less either way. If a person is sweating or trying to get a tan that is thier business. My neighbor tans all summer. He needs the sun anyways because he's cranky and rough around the edges.
One of my friends mentioned that she wears her bathing suit to mow the lawn on her property which is secluded . If anybody bothered her I doubt they'd go without getting hurt due to what she does for a living. If anyone said anything nasty about her they'd be wrong and moreso exposing themselves.

Honestly this may sound wrong but it depends on the person's body type. for the most part if it is a male who has a nice toned body it is very apealing, but if they are a little large is tends to make me feel sick. If it is a woman with a bikini on the same goes for them. if they are nice and toned it looks nice but if they have some flab it isn't nice. if they have some tasteful tattoos it is nice but if they are just completely covered with death or satanic tattoos to me its offensive. I'm not a shallow person but i know i would never wear a bikini cause i have a mama belly and who wants to honestly see that? i know i wouldn't.

Usually I'm indifferent unless it is a guy built like a wrestler or a woman bare to the waist. Then I'm like "wow! That's nice".

Sometimes disgusted especially when I see another walking around like he is ready to give birth to triplets and all that is,is just a over size beer belly now that is disgusting or someone who has not missed to many meals at the dinner table or any holidays as well.

I do not really think anything about it!! To me that is a normal thing people have done all my life so it nothing BIG unless, like alot of guys, it is a Good Looking Woman just doing it for the HECK OF IT!!

I think that the person should have a shirt on.
If society does not initiate some sort of decency .. then there will not be any in the world.
Making it ok not to wear a shirt .. would just initiate other things to go further. Where would it stop? There has to be limits.
