Vasculitis is an inflammation of the blood vessels, arteries, veins or capillaries. When such inflammation occurs, it causes changes in the walls of blood vessels, such as weakening and narrowing that can progress to the point of blood vessel blockage.

Vasculitis has many causes, so no, it isn't necessarily cancer-related.
Cocaine and methamphetamine erode the inner arterial walls and cause blood pressure to spike very suddenly. I can't tell you how many patients in their 20s I've worked with after they had a cerebral hemorrhage due to one or another of these horrible drugs. These patients were MORE than lucky to be alive, but were seldom able to function at the level they did prior to the brain damage.
In the 1960s, the motto was "speed kills". It's still true today.
