One is born again by the power of the Holy Spirit when a person is willing to repent of their sins and ask Jesus to forgive them.
Near death experiences have nothing to do with it.
Cloning has nothing to do with it.
Being born of water, human childbirth is a once in a life time as is being born again by the Spirit of God.

While their definition of born-again is different than yours, I've met many who would be considered born again by your definition and all are considered born again by the definition of baptism. I've heard before on the radio that if I extend my hand near the speakers and state that I accept Jesus I'm born again - no offense but I don't really like or get that notion. I'm a Mormon, I'd consider myself born again in 2 senses, one is when I choose to be baptized near my 8th birthday, the other was when my faith and belief was confirmed into my heart changing my outlook and goals in life from that of a casual Mormon to a committed one. I have and often bear witness of my Savior; I'm born again, I just haven't done so in the exact manner that you have. Unfortunately many feel that the label is something other than what it is; particularly in the Catholic church as when you say "born again" they are most likely to associate it with a group that stems off of a group that was created protesting the Catholic church. The issue is the colloquial definition of being born again versus the biblical definition. Most Catholics, Mormons, JWs, and other Christians are "born again" by the biblical definition (all are if it means baptism) yet to the extent that the phrase has now become a religious designation people are guarded in how they use it.

Let's look at the passage:
John 3:5-6 Jesus answered, "Most certainly I tell you, unless one is born of water and spirit, he can't enter into the Kingdom of God! (6) That which is born of the flesh is flesh. That which is born of the Spirit is spirit.
So, here we see that born of water equates to being born of the flesh. A physical birth. We must still be born of the spirit to go to heaven.
Nicodemus had the same question.
John 3:9-10 Nicodemus answered him, "How can these things be?" (10) Jesus answered him, "Are you the teacher of Israel, and don't understand these things?
And here is the world famous answer in John 3:16:
John 3:14-18 As Moses lifted up the serpent in the wilderness, even so must the Son of Man be lifted up, (15) that whoever believes in him should not perish, but have eternal life. (16) For God so loved the world, that he gave his one and only Son, that whoever believes in him should not perish, but have eternal life. (17) For God didn't send his Son into the world to judge the world, but that the world should be saved through him. (18) He who believes in him is not judged. He who doesn't believe has been judged already, because he has not believed in the name of the one and only Son of God.
So, being born of the spirit is accepting the gift of eternal life. Being separated from God is spiritual death. Having a relationship with God is the beginning of having a spiritual life. To begin the relationship, you need to believe that Jesus was raised from the dead, and you ask Jesus to forgive your sins and be your Lord:
Romans 10:9 that if you will confess with your mouth that Jesus is Lord, and believe in your heart that God raised him from the dead, you will be saved.

Born again is a term from the Bible that refers to properly accepting Christ as your savior.
To begin, you need to Hear the word of God, as documented in the Gospels of the Bible.
Once you Hear this truth, the next step is to Believe what you heard.
Now a believer, the next thing is to Repent of your sins.
Once the sins have been repented of, you Confess that Jesus is truly the Son Of God, and that you accept Him as your Savior.
Then baptism.
Baptism is immersion in water. Immersion means that all of your body needs to be under the water. When you come up out of the water, it reflects the death, burial, and resurrection of Jesus.
When you repent and confess, in essence you "die" to the sinful life you once led.
When you are dipped in the water, you are "buried" just like Jesus was.
When you come up out of the water, you are "resurrected" into a new life. Some churches say that you arise a "new creature in Jesus".
You are therefore "born again" into the world as a person saved from sin, within and under the saving grace of Jesus, the Christ, and the Messiah.
Your sins are wiped away forever. God will no longer see your sins, nor will he ever speak or even think about them again. And being cleaned up from sins, you are welcome in the presence of God.
Your first birth was a physical one, and the bible refers to that as "by blood".
Your second birth is a spiritual one, and the bible refers to that as "by water".

Many have translated those passages to mean reincarnation. Remember, words were mistranslated, deleted, and edited from the book some hold to be an absolute authority. It is really not easy to tell who is reading it right. Born again doesn't have to be literal though. Just that you reach a point of soul transformation where a new, healthier more spiritual identity comes in. If someone says they have been "born again" but they have the same negative patterns they had a year ago, I wouldn't give it much validation.

You will become born again when you receive Jesus as your Savior! At this point the Lord sends the Holy Spirit to indwell you and you will experience the "new birth" It happened to me 38 years ago and the Bible tells me that I am "sealed with the Holy Spirit until the day of redemption" You may email me if you require further clarification. Two things being present to be born again: water and the Spirit.
Consider Peter's command:
Acts 2:38 Then Peter said to them, "Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit.
Looking at these and other passages it can become clear that to be born again is to be baptized. Consider that once someone is baptized they are then referred to as being made alive
Colossians 2:12 buried with Him in baptism, in which you also were raised with Him through faith in the working of God, who raised Him from the dead. 13 And you, being dead in your trespasses and the uncircumcision of your flesh, He has made alive together with Him, having forgiven you all trespasses,

It means you need a different kind of birth, that of a spiritual one. You are naturally "dead in trespasses and sins" (Eph. 2:1), as sin separates you form God, and only because the Lord Jesus died for you and rose again can you be forgiven, and receive His life giving Holy Spirit, but turning from sin to Him and trusting him to save you. To be born again you will have to come to a point in your life when you are ready to turn your life over to Jesus Christ, you will have to come to a point where you will confess and admit to God that you are a sinner and that you need a Saviour. Just as you are born once naturally you will only be reborn once spiritually. Jesus died on that cross to take away our sins, to cleanse us, when you are reborn spiritually your sin debt is paid once and for all, past, present and future, Jesus was a Perfect Sacrifice, in Moses day an offering of a lamb was made everyday, an animal isnot perfect as Jesus was. The question is are you ready to be Born again, are you willing to admit to Jesus that you are a sinner, He gave his life for you, so that all you had to do was believe, can you do that today, can you confess to him that you are Lord, if you can pray this pray of faith, and mean it with all your being, just pray Dear Jesus, I know and confess that I am sinner in need of salvation. In the Christian sense of the term, to be "born again" means to enter into (accept) the covenant of the New Testament for forgiveness of sin and salvation of the eternal soul thru Jesus, Son of the one true God.
