Not at all.
Any man is expected to cover his head when entering a synagogue.
Just as all are expected to remove their shoes when entering a mosque.
It is only polite to show the proper respect for the beliefs of others.

When I visited a Synagogue years ago, I was handed a yarmulke to wear while in the temple. It is a sign of respect.
From the looks on their faces and the name of the photo, it looks like the Clinton's were attending Yitzhak Rabin's funeral. No disrespect there.
Wearing a yarmulke at such an event would be like a non-Muslim taking off his shoes before entering the prayer hall of a mosque.

Does it offend you seeing non-Christians wearing a cross? I doubt anyone really cares, it would just look silly.
Edit:
Just looked at the photo. They were actually doing the right thing as they were at a Jewish funeral. It was a sign of respect.

Popes, Cardinals, & bishops have been wearing them for centuries....the more the merrier
In the picture provide, I believe it was taken during the Clinton's visit to Yad Vashem, the Holocaust Museum in Jerusalem. While it isn't necessary to wear yarmulke there, to do so out of respect is certainly appreciated.

in the proper place with the proper respect it is actualy proper for a non-jew to wear one... I spent a summer in Israel and wore one many times... it was expected that I would out of respect for their ways.... no big deal.

When visitors come to our shul, they are given an option of wearing one. We explain it's totally up to them. Whatever they feel most comfortable doing is what is "right."

He was probably wearing one out of respect. But he doesn't have to. Unless he is Jewish or has Hebrew ancestry.

It shouldn't. When we (gentiles) attend a Jewish funeral, my husband is handed one before we enter. We would never show disrespect by refusing to wear it.
