It is cheese wax. The cheese is dipped in the melted wax or it is on a wire conveyer belt and goes through a waterfall of it to coat.

Im pretty sure the "waxy substance" is wax.

Wax. It seals the cheese and prevents it from drying out. Peel it off before eating! ;)
