Men would wear a suit, women would wear a nice dress - probably a cocktail dress, but not a formal ballgown.

I don't know if you are male or female. Male- a nice black or navy suit with festive tie, or a silk or cashmere red turtleneck with a nice navy or black blazer. Female, silky black pants with a shimmery top such as red with silvery threads or gold threads mingled in the fabric with some drop dead shoes and a small black fabric(shiney) handbag. Not a lot of accessories is needed for females if the top has the shiney threads other than nice earrings and bracelet. Not an elaborate hairstyle. Anything that has a festive,not gaudy look but easy to relax in. No khakis or cotton pants!Enjoy!

I'd wear a dress with heels. Semi-formal is not quite prom formal, but its dress as if you were having dinner with the president of the company nice.

Semi-formal means dressy, but not 'formal' as in tuxedo or evening attire.
Sorry, didn't notice if you were male or female, but a nice pair of slacks (for guy or girl) or a dress are going to be expected.

A guy would wear a nice suit and a woman, either a cocktail dress or dressy pant suit. Formal would have required a tuxedo and an evening gown.

im not sure if your a woman or a man so im going to make two suggestions.
for a woman wear: black dress pants and a cashmere sweater. nice accenting jewelery. never wear to much jewelery.
for a man: nice pants with a suit jacket and an attractive dress shirt. or a button-down shirt with slacks.

For a woman: Cocktail dress, street length.
For a man: A suit, or slacks and a sport coat, with a tie (no khakis, ugh.)

choose for a splash black gown, if it stops close on your knees positioned on them with tights and ankle boots. i think of that should look incredibly regarded. you should purpose a intense waisted skirt, with a short sleeved shirt tucked in with tights and boots. something that is not like ur giong to the park but also not something that u wouldd wear to a ball. i would say for a guy-dress pants and a nice button down shirt and for a girl-skirt with nice shirt
