USN/USMC, RE-4 Not recommended for reenlistment.
Being a recruiter for 14+ years, the odds enlisting in the Navy Reserves are slim to none. You have to look at your "separation code" on your DD Form 214 (discharge summary).
On a positive note, you can get your RE-4 changed to a higher code by going through the VA. It is a long and tedious process, but I have seen it get changed so a person could reenlist.

An RE-4 means you can NEVER enlist in any branch of the military ever again. You had your chance the first time.

Not without a waiver. It all depends on you, what the reasonfor the code was and how well you can represent having changed what that was.
