Yes, God cares. God loves His Children very much, and wants the very best for them. But to ask why God permits suffering is like asking why a chef permits a turkey to be placed in the oven, or why an aerobics instructor allows people to 'feel the burn'. Suffering is an essential tool.which God uses to 'grow' us spiritually. Without it, we would remain useless, foolish, spoiled children incapable of understanding the value of God's Sacrifice to save us. Mature adults are supposed to understand that there are certain things which simply must occur before a child CAN grow up. It's the same with our spirits. Until we understand pain in ourselves, how can we be expected to understand it in others? Yes, God cares. He cares so much that He is willing to allow a little suffering over one short lifetime so that when eternity comes, we can be helpful and understanding of others. And who knows? Some of us might even learn that lesson in time to apply it here and now.

Because we are here to learn.Yes all suffering could be stopped but that would leave on our death beds having learned nothing.We will appreciate the true value of the afterlife having tasted a bit of hell here.
For what it's worth I reckon we all end up in the same place it's just that the Sadaam Hussains of the world having created so much suffering will have learned little and therefore hate every minute of the afterlife.
The only resident of hell is Satan himself whose mistake was to sin in Heaven.

God doesn't permit suffering! That's like saying God causes suffering. God has no intent to make you suffer!

A relationship with God is a bit like a ladder. The steps are lessons one needs to learn and live in order to continue in the relationship and ultimately fulfill your personal plan. God isn't a teacher like a bad college teacher that says learn this material and we will have an anticipatory quiz. God exposes us to illustrations, he induces us to read scripture. If we could learn the lesson straight away and live it, it would be perfect. However, we are not like that. It's almost like with a small child. He won't stop going near the oven until finally he burns himself. God doesn't try to burn us, instead he tries to make it as clear as possible that we have to learn this lesson in order to move on. Let's say you need to let go of your bad habit of drinking and partying. You accidentally break your leg at a house party. You don't care, you continue partying. Soon, you crash after driving drunk. You still don't care. Then, your best buddy dies of an overdose.

God is doing everything to warn you of what you are doing because he has a plan for you. If after all this(and God is veeeery patient) the person doesn't learn, God takes his life but gives him the salvation acquired through Jesus Christ, unless the person never had a relationship with God.

The experiences God brings... some call painful... I call them redemption stories.

God does care. It's man's sinfulness that causes sufferings. As the saying goes, "Everything happens for a reason." I think that totally fits this. Behind every suffering, there's a reason.

Yes God care, Solving Problems Gives Success in Life.
There is only one God, people interpret God in different names and forms. God is the Origin and Destination of the Universe and is beyond life and death. All religions of world teach human way to get close to God. You give your Best, God will give thy Best. Ask God for help and forgive, God will help and forgive you. Pray; Worship and Thank God for everything. Remember wherever there is Happiness in Life, there will be Sorrow. To get Happiness, you must master Sorrow. For Success in Life; Believe in Self and God, Learn from Past, Concentrate in Present, Plan for Future. Have control on, be the master of, not the slave of your body, senses, and mind. Purpose of this Life is to Gain and Share utmost Knowledge and Experience to differentiate and choose Right, Good, God against Wrong, Bad, Devil. Set your Desire level perfect or OK to be brave, no low to be coward, no high to be cruel. You have rights of Survival, Self Defence, and Freedom.

God does not permit suffering. Sin permits suffering.

God is faithful and just. God has nothing to do with what Sin has brought into this world. I know its hard to see when you are close to someone (or are someone) who is suffering for whatever reason, but one thing to remember, is that if you are called to the Kingdom of God, it is because the Lord has a plan for you that cannot wait. This doesn't make it any easier to let someone go, but if you know that waiting to receive them as you let them go is God, and that they are waiting for the return of our Savior, Jesus Christ, and then you will be reunited, and live in Eternal Peace, then you may be able to deal with it a little easier. God has not helped Satan to rule this world. If God were to prevent horrible crimes, for instance, would he not, in effect, be supporting the case of the rebels? Would God not be making people think that perhaps humans can govern themselves without disastrous results? If Jehovah were to act in that way, he would become party to a lie. However, “it is impossible for God to lie.”—Hebrews 6:18.

Nowhere does the Bible say that either God or Jesus Christ is ruler of this world. In fact, Jesus specifically referred to Satan as “the ruler of this world.” (John 12:31; 14:30; 16:11) The Bible even refers to Satan the Devil as “the god of this system of things.” (2 Corinthians 4:3, 4) Regarding this opposer, or Satan, the Christian apostle John wrote: “The whole world is lying in the power of the wicked one.”—1 John 5:19.

God gave us free will, that is why it is US that allow the suffering to continue. If all humans were perfect then there wouldn't be any point in us!
