Yes if they have worked and earned it. If they have never paid into it then no. My mother was a green card holder and worked here all her life and drew SS after she retired.

Green card don't make you a U.S. citizen. But I'm sure you will find a way. SS is for U.S. citizens. Why have you not become a citizen?
