The presence of Evil lets us also know what the opposite is... "Good". There's alot of evil over there in the restrictions of freedoms, and state sanctioned "religion".
As far as the "smiting" question goes, that's an age old question, akin to "if god is all powerful, could he make a rock so big that even he couldn't lift it?"

One of the reasons is God will reach whomever He Will. That being said, many of the professing atheists were never really converted from the Orthodox Christian Church of Russia. Like the Christians of the middle ages and the Muslim extremest of today, making any belief system mandatory will not get heartfelt acceptance from unwilling converts.
There is a saying (not found in the Bible) that goes something like this. *S/he who is convinced against his will, is of the same opinion still*

The communists never destroyed christianity. Such as in WW2 stalin used the church to help the people. and he was the meanest of all the communists.
