Translations change over time because people write them down and change them based on the current meanings of the words used as well as further scholarship of the original texts.[or as close as they get] God means what He says and that never changes.
The specific "verse" that you mention is not part of what is considered the official cannon of God's Word and should be considered with extreme caution.
The concept of race is also a modern idea based on the genetic diversity that has developed since the separation of people into the different nations and tongues. The original population were all the same and most likely were not "white".
Purity should be seen through the condition of the heart and not within the DNA.

2 Nephi 30:6 is part of the Book of Mormon. The Book of Mormon IS NOT the Bible. The God I know doesn't discriminate but uses words and historical scenarios to guide people into a fuller relationship with Jesus... regardless of color.

The Mormon leaders, who presume that they can speak for God, changed it since they were getting too much pressure.
Like all of man-made religions, they have to imitate God and try and ape his word, by the Book of Mormon is not.
