Yes it is. You must have both headlights operational. However, there is a provision in NYS Law that allows an equipment violation like this to be corrected within 24 hours and be administratively dismissed.
So, for example, you get a ticket at 8pm on Monday for "Defective Headlight - Right or Left". You have until 8pm on Tuesday to get the headlight repaired. What you would do, is go and get the light repaired and then go to any police precinct and show an officer both the ticket and that the problem was corrected. They will fill out a form for you and then all you have to do is mail both the form and the ticket to DMV in Albany. (make copies of both before sending the originals).
Albany will automatically dismiss the ticket. Or you can simply pay the fine & surcharge. In NY it's $30 for the fine and $30 for the surcharge.

Its legal until u caught....I wouldnt say its illegal, its more like a violation. If u drive with broken headlights during the day they can't stop u...but if u do at night some police offer might pull u over and give u a citation. The citation usually allow u 10 days to get it taken care off.. if u disobey then you will be fine for the violation.

In New York State it is illegal to have non-working headlights, tail lights or brake lights. In your drivers license training book it says that all operators are "technically" supposed to check all lights, everytime, before proceeding anywhere with your car. However, I don't know one person who does this so......if you get stopped by the police, anywhere in New York state, you have until sundown (the next day to....fix your light so, fix the light....take it to any police station ( it does not matter that same police department that issued your ticket, checks your light) and they will inspect it, give you a form, signed by them. You will take that form and mail it with the ticket and they will void the ticket (it does not go on your record or give the operator points). You can also go to any NYS vehicle inspection station ( most garages) and have them do the same. Me, I recommend the police.

Yes. You will get pulled over, you will get a ticket, then you will have to fix the headlight, then go to a police station, have a cop see that you fixed the problem, then he has to sign a form that you got it fixed, then you have to mail that ticket and the form to Albany.

I got pulled over, got the light fixed a few hours later, went to the station & got the form filled out. I sent the form & ticket (after making myself copies) in pleading not guilty. I just got a letter saying since I pleaded not guilty, I have to go to a hearing. Why wasn't it dismissed?

You will get a ticket, and you have 24 hours to get it fixed, if you do, they will waive the ticket. You will have to bring the ticket to a police station, with a reciept for the headlight.

In a car, yes. There's a ticket involved. (If the cop feels benevolent, he'll tell you to get it fixed and go to your nearest police department within 24 hours, have a cop there sign the ticket, and it'll be dropped. But he doesn't have to do that.)

It is illegal but there is a simple solution. Keep a spare bulb in your car. Replacing the bulb is a one minute job, no tools required.
