Keep a dust mask near where you keep the litter tray so you can wear it when you change the litter as well as gloves if you like. Empty the old litter into a bag (I use small biodegradable bags for this) and tie it up and put it in your outdoor bins. Refill your litter tray and spay some air freshener in the room. Then just put away your mask (and gloves) and wash your hands. This way minimises the chance of catching toxoplasmosis from you cat!

I use a litter locker system. It holds up to two weeks worth of used litter in a special bag supplied with it (refills available). When the bins go out, I tie up the bag and knot the next one ready to use. You simply buy the container and open the reel of litter "bags". 1 reel lasts about 6 - 8 weeks. You tie it up and knot it when used, and cut it (there's a built in safety cutter), then dispose of it in the normal household rubbish. The litter locker is 99.7% airtight, so once you've put it into the holder, you don't smell anything. It works a treat.

I use the plastick litter tray liners, you cat may rip them but majority of the time they wont bother. When they have done there business you just tie the bag up and through it in the bin it a lot neater than using paper.

Buy yourself a large Tupperware container..(around a foot in height & 8 inches in width) that's stay fresh seal tight..(we don't want any odors seeping out). Once the containers fairly full, remove the lid and place a plastic bag over it and flip the container upside down..(container empty, bag full). My container is roughly the size of the above mentioned and I empty it every couple of days..(mind you I have 4 cats).

if you want to do it safely ,i suggest you use biohazard philosophy. biohazard philosophy is this : put on a respirator, put some gloves on, put on a shower cap, wrap yourself in saran wrap, wrap yourself in duct tape, put on a pair of rubber goulashes, and tape the top of them to your legs.then put the cat litter in a bag, disinfect the outside of the bag, then triple bag it,and then throw it in the trash.
