In the U.S. you usually need a masters degree from a school accredited by the American Library Association. They do a salary survey by area. Look at ala.org for more info. Rough guess would be 25K to 30K per year to start. There are many people who work at a library who do not have a degree. The pay as you might imagine is not as high.

I dont know what the pay scale is because it would differ from country to country, and area to area.

Some libraries require a degree in English Studies (as someone who holds a BA in English Studies I noticed this on the whole "what can I do with a BA in..." information), but I know alot in my area do not have that requirement.
