Any online application or program? Any idea how they do it? (I mean other than manually drawing it.)

Well, this is definitely a drawing (WSJ), but Photoshop has a lot of filters that make photos look like drawings or paintings. Try that, and good luck!

The Wall Street Journal has NEVER used photographs. You are looking at an artist's drawing.
