Indirectly it does and here's why. For some people smoking suppresses apatite and all of the smoke going into your lungs slowly kills them and the rest of your body. Once that percent of people stop smoke the apatite is no longer suppressed. Then your body goes into eating over drive and as a result you gain weight. At the same time when the person exercises to lose the weight it takes them longer because of.....reduced lung capacity from smoking.
For others they might not get the apatite suppressor but reduce the capacity of the same lungs and therefore the some problems insures as stated above.
Fat cells are never apart of or make up your lungs. The are apart of a thin layer translucent layer between you skin and muscle. Like on a chicken with you pull the skin off and there is a translucent layer that connects to the skin to the muscle.
