Please inform about minolta service centre in New Delhi?

I have a Minolta optical camera FREEDOM ZOOM 140
which is not functioning.

You will have to contact Sony at sony.co.in. Minolta quit the camera business in 2006 and Sony bought their camera line and took over service.

Minolta was taken over by sony, so you should go to a sony service center.
