I am wary of giving kids aspirin. I prefer Tylenol and Motrin (and since they are different medications you can take them at the same time) just in case. Having very fair skin, I've been burned more times than I would ever tell my dermatologist! Cool water baths, Aveeno, and aloe that you put in the fridge first. It is also important to keep hydrated. Also they do sell some stuff that has spray lidocaine and aloe in it. It is good for all types of burns. I hate to be a downer but he will just have to suffer some.
The most important thing is that he learn that prevention is key. I went to Hawaii for two weeks every for 15 years; I learned the hard way. Apply sunscreen before going outside and then reapply every 30 minutes or so. It seems like a pain but it is well worth it.

Get some aveeno bath liquid with colloidal oatmeal and stir in a half cup of baking soda into a warm tub. Aspirin to relieve the pain. The skin will peel on it's on, though it will take a couple of weeks depending on how far down he got burned.
I do find myself musing how it was you & your husband were unable to persuade said 12 year old to use sunscreen and cover up when out in the sun throughout the two weeks, though.

I've always loved hiking and gardening -so I know what a sunburn feels like. He should be using sunscreen whenever he is outside, but to relieve this one, the best thing I have ever used is Shaklee Basic H -a cleaning product, but is wonderful on skin.
If you can't find that, use Aloe Vera Gel. Be sure you get a clear (though sometimes colored) gel, not a lotion that is creamy. It's the next best thing to Basic H. Also check the label of the aloe vera for purity. Absolutely pure aloe vera is best, but sometimes you can't find it.

aloe vera to cool his skin
calamine for itch and to keep skin cool
vitamin 3 after peeling to help scaring
(you can use aloe (1st wait a minute then put calamine on it).
Works wonders. My brother had 2nd degree burns all over his body and face. We couldn't get a Dr. apt early enough so I used this regimen for 3 days and he felt so much better. The Dr. said that he could not have told us anything better.
Also, he needs to drink lots of water and get something w/extra electrolytes in it for dehydration.

Aloe Vera works wonders at healing skin naturally, however with the severity of this burn and the age of you child you need to take him to a dermatologist. Make sure he stays well hydrated, the damage from so much sun exposure may be more than skin deep.

aloe vera and lots of it ...for the peeling just tell him to wash it with a soft rag or sponge several times a day..Know what he is going through, i had a severe burn just from one day at the water park (formed blisters) and i DID use sunscreen (just wasnt strong enough i guess ) :(
