The 45 kick is for speed and low targets that your opponent can not easily block or has to drop his arms and elbows down to meet like for the pelvis, lower abdomen and lower stomach regions. Because it comes at an angle it takes less time for a person to throw it and they can retract it much faster back down to the ground and throw another and do this repetitively or move in if they want. It also is not effective for higher areas since by it traveling at an angle it is easier to block because of the greater distance. It also does not make as solid of contact as the height increases and to the face and head you often times hits arms, shoulders, or biceps on the way or only the upper head with a glancing type impact. By lifting your knee higher and bringing a regular round house around parallel to the ground you make more solid contact and a fighter has to lift his hands up higher to block head and face shots.

Most roundhouse kicks usually have a wind up time before making contact, meaning they're usually thrown from a distance to have full momentum behind it, this makes it easier to spot and block. A 45 degree angle kick or a "45 kick" for short, is thrown diagonally from the ground straight into an opponent's side or rib area making it harder to spot and block since it's usually not telegraphed as compared to a roundhouse kick. But the shortness of the distance and the lack of momentum does sacrifice some power behind the 45 kick. In a point fighting match like in Tae Kwon Do for example, between throwing a couple of power roundhouse kicks that that can be easily blocked or throwing a dozen 45 kicks that hit the mark before the opponent can react, the TKD guy would pick the 45 kick anytime, but in a full contact fight like a Muay Thai match where a knock out is the desired result, a roundhouse is the preferred kick.

Angle, a 45 is more of a low muay thai style roundhouse, more about power then aim.
A regular roundhouse is usually a bit higher, is more of a placed kick, and uses a lot of snap.

the "45 kick" is good for a point... and that's about it... the roundhouse, should hit and upright target at a 90 degree, causing the target severe damage... if you are playing foot tag... the 45 is good, if you are fighting.. the roundhouse is much better

Angle of attack. A proper roundhouse should have a horizontal plane of attack, and a "45 Kick" has a diagonal plane of attack.
