If I will be studying in an Canadian University in Quebec, is it possible to become a permanent resident before I arrive? I have only been to Canada twice, both times as a tourist.

I would think if your visa is based on your education that you would have to complete your education and then apply for permanent residence.

Being there only twice is not enough time to determine if that is where you would like to spend the rest of your life.

It is a wonderful country, but you need to investigate it more.

You should check with the Canadian consulate closest to where you live.
