Unfortunately, two "wrongs" don't make a "right".
A lot of states have a the law that states "Keep right except to pass". If this is the case, you are wrong, no matter if the car behind you is speeding or not. They will get their just rewards no matter what you do, but if you are occupying the left lane, and not in the process of passing another vehicle, you are breaking the law. Washington State is enforcing this law more and more. A lot of people disagree with it, but it is the law.
I don't know what your laws state, but it should be your responsibility to regulate the flow of traffic by occupying the left lane at the posted speed limit. If someone wants to speed, that is their decision to do so. If you are clear to move back into the right lane, you should do so. It might save you a ticket and get the speeder one. It would be worth the lane change to watch the speeder get pulled over... you can laugh, honk and wave as you drive by.... :-}

If your in the left lane and doing slower than the prevailing traffic, you should move over to the rigth by at least one lane. He's wrong for speeding and it sounds like being overly aggressive, but the left lane is for passing, you shouldn't stay out there when your done passing.

If you are actually passing, nobody has any business tailgating you. It is up to you to pull back into the right lane after the pass of course. We learn it is safe for you to pull back in when you can see the passed vehicle in the rear view mirror. Unfortunately, the tailgater has just enough room to cut over illegally and unsafely, and pass you on the right before it is actually safe for you to pull in, endangering everybody on the road. I constantly get ticked off when people change lanes like that in front of me, leaving 1 second clearance, because they have just trashed my safety zone. People don't learn to drive any more, most of them are merely vehicle operators, and inadequate ones at that.
This is funny, some of the people answering jumped to conclusions, and didn't even read the part where you said you were actually passing.

Whomever is speeding is breaking the law. Although common courtsey says we should move over and wave these speeders on by...it may be possible for someone to recieve a citation for a road hazzard by blocking a row of following vehicles, even if they are driving faster. It would determined through what whould be cosidered the safe traveling speed at the time. I know, it sounds confusing..... : )

You dont have to be in the slow lane if your not moving as fast as everyone else although you should be if you dont have a reason to be in the fast lane.To answer your question the other person is breaking the law.
