Yes, it does.
Matt 23:1 Then Jesus said to the crowds and to his disciples: "The teachers of the law and the Pharisees sit in Moses' seat. So you must obey them and do everything they tell you. But do not do what they do, for they do not practice what they preach."
However, the authority of the seat of Moses is not found in the Old Testament scripture. It is an oral tradition, an extrapolation from the obvious authority of Moses as the great lawgiver in a religion based on law.
We regularly hear from enemies of the original Church who can't find the authority of the Pope in scripture.
True, you won't find the word "Pope" in scripture. However, you will find much about the authority of Peter, the first leader of the Church (see Matt 16:18), who was given the authority to bind and loose. Church leaders later came to be called Popes.
The basic error, as in so many criticisms of the original Church, is sola scriptura, or scripture only. Jesus clearly did not practice scripture-only when he recognized the authority of the seat of Moses. Christians should follow his interpretive example.

God spoke directly to Moses. And Moses listened.
If God spoke directly to a Pope, its obvious none of them have listened in over a thousand years.
Jesus warned us in advance about the RCC and so did the Apostle Paul.
Matthew 23:9 has nothing to do with how one addresses their earthly male parent, the context is how one addresses religious leaders in the public square.
1 Timothy 4:1-4 warns us about the doctrine of demons and to avoid those who teach and practice the doctrine of demons.

A few religious leaders of any group will always fail to practice what they preach. But the great majority of Catholic leaders do practice what they preach and occasionally go even further.
Have you promised before God to do what Jesus did and live a completely celibate life and devote your entire life to the Church?
