He had a dream about what he thinks is Heaven and Hell, but theologically speaking, he can not have actually visited Hell.
According to scripture only one person has ever been to Hell and returned, and that was Christ. In the book of 1 Peter, it states that for the 3 days between His death and resurrection, He was in Sheol (a toned down corner of Hell which some religions call Purgatory) ministering to those who had died before His coming or without having heard His message. Ergo, this fellow may have dreamed about Hell, but he did not visit.
The scripture further tells us of several people who were taken to Heaven and yet returned (if only for a short time) to earth. John, writer of the book of the Revelation, and at the Transfiguration, Elijah and Moses both appeared and ministered to Jesus. So it is possible that this gentleman may have visited Heaven, but his description does not seem to fit what John saw. I think it more likely that our dreamer simply felt the presence of the Holy Spirit during his dream.

I have personally been through lucid dreaming and it is a very powerful experience, but should be interpreted skeptically and taken with a grain of salt.
