Probably by cab. The LAX airport is actually on the ocean, but the terminals are not close to the beach. Venice beach isn't far. Are you staying in a hotel? They may have a van for you to ride on to get to the hotel. If you are just visiting, I would recommend Santa Monica Pier. A lot of people walk around there, and it's always crowded. Lots of things to do like bike rentals and shopping and restaurants. I have spent a lot of time there, usually waiting on an international flight. HOpe that helps you.

Of course its safe. Venice Beach isn't really a sketchy area at night. I've went there at 5pm and stayed there till 8-9pm and nothing happened to me LOL. There's a lot of people at night, there's restaurants and shops near the boardwalk so its pretty crowded. If you could, try to get there earlier because by 4:30-5:00ish all the entertainers at the boardwalk pretty much pack up and leave.

I work at LAX. Two ways (other than a taxi). You can take a bus. Stand under the Blue sign and get on the shuttle bus "C". That free shuttle will take you to the bus depot that is just outside the airport. Or ... you can take the Super Shuttle or Primetime shuttle. They are located under the Orange sign.
