Depends on the guy and on the Girl.
First on the guy if breats are what he fancies and dream, yes, they tend to look at them. There might be different ponts of attraction for different guys.. some love lips, some cheeks, some breast and some eyes.. you cant really generalise, but yes majority of them do.
As for the girl, if the dress she is wearing is exposing enough to be inviting the views of the breats, then even the other part admirers might tend to look at them..
So thats the way the staring story goes my friend

This is a real thought provoking question. I usually just stare at a woman`s breast when I am introduced to her and then I pretend I am brushing lint off her blouse in the general area of where her breast are located to see how she responds. I try to keep the conversation kind of light hearted during all this so she will not ever suspect what my real motives are. I hope this answers your question.

To be honest, I find it is very hard not to.
On the otherhand, the personality and ability to engage will draw my attention to the person and less to the physical attributes.
I like to look at the eyes as they can convey so much of a persons emotional state.

hehe im a girl and i know this answer.
not all guys are the same so thee really is no right answer for this. BUT..
there are some guys who look at you in the eyes when speaking and there are some guys that pretend like their lookng at you in the eye but are just checking out your boobz.
same goes with girls.. there are some girls who look at a guys eyes and there are some that look at his penis to see if there is any bulks.. to guess for a size. and look at his abs.. if theres anything showing. =]

Depends on the guy.
Some are pretty perverted.
Some are less so. And dont really do that nearly as much.
Also depends on the girl they are talking to. I know the girl I like currently...well I cant get my eyes of HER eyes so its pretty irrelevant. Her face is too captivating.
