It means that a person or thing is thought to have more value than they really do.

For example, some people think that the baseball player Alex Rodriguez is "over rated" because he has not won a World Series. (He is not over rated).

Some people may think that a local restaurant is over rated because they do not enjoy going there. It is all personal perception.

I will try to give a simple example. For example, everyone says the iphone was overrated in the media ( given more credit than it should received) , instead of it being like a 10/10 when people bought it , it was more like a 7/10.

To overestimate the merits of something or someone; to rate something or someone too highly.

Example in a sentence: His talent for acting was overrated.

It means that you are giving that particular thing too much thought and you are thinking of it more than it really deserves..
