I could of sworn this meat was kept and in a timely fashion but the color bothers me.

Just do a good job cooking it. Badly burned meat looks the same good or bad. It won't hurt you either. It might not taste too good. If it tastes bad, then don't eat it. AND it won't hurt you if it's really really truly cooked.

When in doubt, throw it away.

If air gets to it, it may dry out. this is caled freezer burn.

Freezer burn is not dangerous. It may not tast good, but that is what hamburger helper is for.

However,
If you waited until the last day listed on the freshness date, it might have taken too long to freeze and might have rotted before it froze. If it stinks when you cook it, you know it is bad

Probably good. To be safe, pull off the discolored parts, Could be freezer burn.
