Because they need someone besides their self to blame bad things on.
Sometimes we build houses on the side of a mountain cutting out a space and the first rain you have a mudslide and down the house goes. Then they blame god.
Or building homes on earthquake prone areas. Even with cement foundations. Build them up on jacks that move.
The first quake their foundation splits and shifts and there goes the house.
Or two story wood frame houses up on cement blocks in tornado alley. There is where you need the cement and brick.
But then we can always expect God to portect us even if we build a house on the beach in an area with herricanes.
Move back a few miles people.

"If there was a God, this would never happen." is a statement, not a question.
I really don't understand what your point is.
UPDATE: You've clarified your original Q, to refer to an actual question - "Why would a God let this happen?" This is frequently the LAST THING a theist says, before they become an atheist. When the question is posed, there is a belief in God held by the speaker. Atheists don't ask the question, unless they ask it rhetorically - in which case, the question serves as a statement validating their lack of belif.

Well, that begs the question, "Why would a benevolent God allow bad things to happen to good people?"
Sometimes I pose the question to my theist friends simply to make a point. The point is that their god does not exist, or is not the kind of god they think he is.

he who feels his own existanse. he has all the answers to his questions.one who doesnot know what does existanse means.he can never understand the question you put.for your kind information.in this body we have, there are three more bodies existing in it. the ist one is the most important of all.that is the one that is a starting point.or in other words you can say God. he himself asking the question through your mouth to clear the ignorance and make you( as you)to bring back to the starting point. the exempls you give to explain your question is ignorances only.so you are exiting and God exist too.thanks.

Why go in controversy whether God exists or not.We are responsible for our actions even past ,which remains hidden to others and only his conscience will tell him whats gone wrong, So we try to find fault with others.

If God doesn't exist, how come everyone swears by His name ("I swear to God") and calls on Him when surprised or scared ("Oh my God")?
Not to mention "In God we trust".
