Depends how heavy it is. Up to one ounce is 41 cents. Most likely a 9x12 envelope with 3 sheets of paper will be 2 oz, so you will need to put a second stamp on it.

I know the weight limit for a standard long white envelope is 6 sheets of paper inside, but you're looking at a large manila envelope. Not sure on that but I think yes, because it's oversized you'll need more.

1 normal stamp for normal envelopes.
Anything outside of a company check size envelope requires 2 or more normal stamps. Sorry it's their rules. and the Postmaster is part of the government.

It goes according to how much it weighs. Since it's only 3 sheets of paper, it should be the normal amount. If in doubt, you could take it to the postoffice to get it weighed and get the right amount of stamps.

usually where the postage stamp goes, it will say something like "extra postage required" meaning the envelope is awkward sizing. to be safe throw another one on, shoot its only 41 cents.

a regular stamp only works on letter sized envelopes. other envelopes of special sizes cost different amounts. a 9x12 should be 60 cents.
