Different jurisdictions use different methods. They include voters' rolls, utility bills, library cards, even pet licenses. If you are an adult, a citizen and have been enrolled in any local government's data base, it will be enough to mark you for jury duty.

they check you out, if you are employed, need the income, can't afford to take off work for jury duty, you get chosen. If you are wealthy, don't need to work, you're omitted.
