Keep in mind Cheney has stated that the VA is a giant Welfare Scheme. So the staff is simply following instructions from the top, not the law. Thus to get anything done usually requires intervention by your elected representative.

I personally believe that the VA should be run solely by Veterans. I myself a veteran, would gladly like to try and help raise th standards that these ignorant over paid pundits have done to the whole system for our fighting forces.
Its a shame politicians have any say in ANYTHING about the VA if they have not served a day in the military.
What needs to happen is the Govt needs to make Veterans a priority, ALL of the vets, not just the new ones. The people of the US have really done alot but its still not enough. I think once we can get alot of the Old Boys out of the government we can hopefully see some kind of change.
Isn't it a shame that approximately 25% of the homless in this country are vets?
But as we have seen, we can say we supprt our troops all we want, but I guess that ends when they come home disabled. Then its about congressional pay raises, pork spending, and a way way too early presidential campaign run....
For the billion dollars already spent on advertising and travel, and all the other crap these candidates have spent on, it should have went to things like the VA or schools, or something more important that watching all these idiots on TV.

One problem with your proposal. It was the politicians who created this situation in the first place. Specifically a law passed during the Carter administration. If an officer retires from the military and wants to take a mid-level or upper-level management job with the VA or any other government agency in the Executive Branch of the government that officer must forfeit 55% of his military pension and also kick in a lump sum to get his entitlement to a civil service pension "jump started". That means all of the career health care administrators, nurses and doctors who would like to continue to care for the needs of those they served with are penalized.

Yup, the VA should be run by GI's or ex/retired GI's. Civilians just don't get it.
