Amateur radio is out of the question for what I surmise you want to do. Part 15 of the FCC rules and regulations will tell you what you can, and can not do, legally. In a nut shell, nothing profane, they'll roast a small timer if they decide to go after you should you be breaking the law. Power is limited to 100 Milli-watts, and an antenna no longer than 10 feet. Stay within those bounds, as well as reading the complete Part 15 regulation, and you should be okay. Stay away from frequencies already in use since IF you are found to be interfering with a licensed station, and a complaint is filed, once they find you, they will file formal charges against you. First level is an order to stop, if you ignore it, and continue, then you will be in a lot of trouble. All radio frequencies are controlled by international treaty. So, a violation isn't just an offense against the government of the country you are in, it is against the whole world, and they will get very nasty about it.
Low power stations are numerous, but they stay with in the law if the operators are smart. Keep it legal, and you can do pretty much what you desire to do. If you want to go above 100 Milli-watts, then you have to be licensed. Unless you have a lot of money, don't try it.

I agree with the others. Your best bet is to become a licensed amateur radio operator. This way you have access to the knowledge in of your local Ham radio club and the knowledge to know what you can do with out committing a federal offense.
