How do you only shoot down a quarter of a plane?

There may have been 4 planes that together shot down 1 enemy plane, therefore each gets .25

Its divided when more than one pilot makes a claim for the same kill or if you have no absolute proof or witness that you shot it down.

In old style aerial combat using guns, its possible for more than one plane to fire on the same enemy plane.

It was a shared kill,two or more aircraft attacking the same aircraft .
